The citizen is under jurisdiction of state and federal court system for alleged and proven crimes. The citizen chose to become a candidate. The two are not connected.
The president dropping out was in the unique status of being too old to carry out a second term, so he graciously announced he was no longer a candidate. This the third instance of a sitting POTUS turning down another term.
As for your "bypassing democracy" line, the Democratic Party is a private organization which FYI followed their own rules in accepting Mr Biden's decision not to run. SOME here claim he was forced out. That did not happen. The only way it could have happened was to have the cabinet seek to remove him from office. Didn't happen.
