there, while in their official capacity, and 8 years later, a campaign dug that shot out and used it in a campaign, is not the same as taking a candidate taking a film crew there to shoot footage.

Park officials were trying to prevent filming for political ad. When an official is there being photographed, they're not shooting an ad.
