Crime data can be significantly manipulated.

For example, a parking lot full of car break ins are often times counted as 1 incident in Memphis when in reality it's 30 individual crimes. I know for a fact that type of crime here is exponentially worse than it was pre covid regardless of what the numbers say. Have experienced it personally along with several people I know.
