It is typically a cap of 10% increase to the price charged prior to the official declaration of an emergency on specific goods and services. The laws also allow for pricing higher than that if the seller can demonstrate that their costs increased......
In short:
1) It takes a declared emergency to trigger the law
2) It applies only to "essential" goods and services that are defined in the law or in the emergency declaration.
3) It defines what that cap on price increases are
4) it provides a mechanism for the seller to go beyond that cap.
