He is also in charge of the executive branch. The United States Border Patrol (USBP) is a part of the Executive Branch, and so is the US Immigration and Customs Enforcement (ICE).

Kamala is on record saying that eliminating ICE is a conversation that we should have.

She & Biden had both the Border Patrol & ICE do an about face on immigration enforcement, and even had them cut the barbed wire that was keeping immigrants out, to open up new big holes in that border protection... among many other things.

It was no coincidence that illegal immigration exploded as soon as they took office.
