Millions of dollars has been spent post 9-11 to require agencies to go to P25 radio systems in order to have interoperable communications between various agencies and yet the Secret Service was using cellular and text messaging as part of their communications plan. Butler County HAS an 800 MHz P25 radio system and who knows WHAT the Secret Service was monitoring in their "Command Post" as they obviously missed radio chatter involving the gunman/suspicious person.
We have a saying in Emergency Management "If your emergency communications plan uses cellular in any way then you have no communications plan." With the large number of attendees in the area, celluar systems from ALL carriers could have easily been overloaded to the point of brown out. Of course the federal government has been shoving First Net down our throats as a subscription service answer to expand communications coverage but agencies aren't willing to pay monthly fees for a backup plan which may or may not work.
As someone who spent 10 years working the streets and then left to sell and maintain communications equipment and systems for critical life safety applications, I am so ****ed at the incompetence of the Secret Service and their lack of planning and coordination with local law enforcement for this event I can barely type this without wanting to go into a rage.
We had better coordination of communications at University of Missouri football games 40+ years ago between the University PD, MO Hwy Patrol, Columbia PD, Fire & EMS, and Boone County Sheriff's Department than the Secret Service did in Butler.

My wife saw another story but can't find the link and it went into great detail about how the Secret Service was using CELLULAR and TEXT MESSAGING to coordinate communications between agencies.
