Ocham's Razor. It makes no sense that trained professionals

could be that incompetent on so many levels.
People on the ground with no training and who weren't even looking for snipers were shouting and pointing at him for some time before he shot.
Officers on the ground identified the guy as a threat an hour before he shot.
They carved out that building as not being in the SS area of responsibility for protecting despite the fact that it was a blatantly obvious vantage point for a sniper to take out anyone on the stage, and despite the local police notifying the SS days in advance that they were not equipped to secure that building.
They put officers INSIDE the building that he climbed up on because 'the roof was too steep' despite the fact that cows can walk on such a minimal slope and have done so.
The officers inside the building took pictures of the assassin before he ever climbed up on the roof, identifying him as a threat & forwarded those pictures on up the chain of command.
The sniper who eventually shot him looked like he had the assassin in his sights but did nothing until AFTER he fired some 5 shots.
The SS was notified that Iran had assassins in the country intent upon killing Trump, and yet pulled most of the normal SS crew, assigning them to Jill Biden for a much smaller indoor event.
The SS asked for additional manpower but were turned down.
That is just a partial list. Many security professionals have said that it was beyond the pale of just pathetic incompetence.
