I doubt they keep scores of their members target practice

If he did take any classes there, I doubt they would want to broadcast if he did well, or if they didn't do such a good job of teaching him.
He did seem reasonably well equipped... a drone, a rifle, a scope, a range finder, a ladder.

He was identified as a possible threat some 62 minutes before he fired, but was able to elude the Secret Service team, climb up on the roof of a building with a perfect line of site to the president, well within range. That was despite the building having spotters and counter snipers in it.
He barely missed, though he technically did hit Trump in the head, but there were several factors working against him. The crowd had pointed him out, and a policeman had raised his head above the roof to check him out, causing him to hurry up and shoot, probably before he was perfectly ready to do so. Trump also turned his head at just the perfect moment or he would have had a kill shot.
