Trump promised to limit H1B visas and he did. (See EO 13788).. as a result, the percentage of H-1B petitions for initial employment (cases that typically count against the annual cap) increased to 24% in FY 2018 (which started October 1, 2017) and 21% in FY 2019. Between FY 2010 and FY 2015, the denial rates for H-1B petitions for initial employment were between 5% to 8%, much lower than during the Trump administration..... That EO was challenged in Court and Trump lost (ITServe Alliance v. USCIS)
