At the time, the Penn State chancellor was former Nebraska chancellor Graham Spanier, who was formerly chancellor at Nebraska. Later Spanier would be ousted at Penn State - with Paterno in the Sandusky scandal. When Spanier was at Nebraska he hit it off with Nebraska law dean Harvey Perlman, who later became chancellor at Nebraska during the relevant time.
Spanier at Penn State played his cards for his Nebraska buddies and the Nubs were in, and though discussions had taken place, Missouri was out. Spanier had outsized clout for some reason in those days in the BIG, and his downfall presaged the Huskers descent into football oblivion. I guess Perlman gets the credit. And the Nubs a junior membership in a conference that would soon have Rutgers and Maryland. Perhaps Missouri was offered a junior, no matter, the Nubs took it and ran.
And it all worked out great for Missouri.
