Oil price certainly factors into the equation but the US has a refinery bottleneck that keeps gasoline prices high with respect to oil prices. Don't expect that to change anytime soon as it is not in the best interest of refineries to lower their margins simply to increase volume considering the life cycle costs of a refinery built in the US 2024.
