I also don’t believe law enforcement should be a government monopoly where the police, justices and prosecutors all get a paycheck from the same source, the government. They should each be independent of each other and independent of government, contractually bound to the community whether through a collective of neighborhood associations or whatever they come up with so that they can be fired and replaced. Neighborhood associations or whatever should likewise be free to leave that collective and start a new one or join a different one, if they have issues with the larger body.

Voluntary, highly decentralized.
