People distributing child porn can be used to track back to the molesters. In the investigation it was revealed that these two planned to create child porn by acquiring drugs to impair the underage girl and rape her in her sleep. They identified a target, had the drugs to carry out the plan. All of this violates the NAP.

Please explain why this message is being reported.
