“The NCAA has issued a one-time waiver allowing all players who have appeared in four games during the regular season to participate in bowl games and still redshirt the 2022 season, per Cole Cubelic of ESPN.”

The four game redshirt rule went into effect in 2018. Kelly Bryant was the first player of any profile to be impacted by it and that is what allowed him to transfer to Mizzou to play in 2019.

As I noted below, I think the bowl game, not counting against a red shirt, went into effect the year before in 2017.

So, based on the quote above, in the fact that we know, Kelly Bryant was able to transfer to Mizzou, because of the four game redshirt rule, I think the timeline is this:

2017 – bowl game participation does not kill a red shirt
2018 – you can play four games and not kill a red shirt, but this supersedes the previous bowl game rule, and caps it four games of any kind instead of being four games in additional to the bowl game
2022 – NCAA implements a one time exception to allow the four games plus the bowl game to not kill a red shirt.
