college. So every year some percentage of the players are "kicked out" and have to declare for the draft if they want to play in the NFL.

So players who were on teams in 2020 were given an extra year. 2020 did not count against their maximum years of eligibility. So the last 4 years or so some players who otherwise would have exhausted their eligibility could decide to stay in college and play another year.

For those who did so and who otherwise would have declared for the draft would obviously be reducing the number of college students declaring. But they WILL run out of eligibility and will be forced to declare for the draft if they want to play in the NFL. They just delayed that decision for a year.

In addition, because of NIL some players who still had college eligibility left but who likely would have declared for the NFL draft in the past decided to stay because of the NIL money. But that just temporarily delayed their entry into the draft. At some point they will still exhaust their college eligibility and will be forced to play professionally or to go into some other profession.

There were two separate variables that changed that caused college football players to decide to stay an extra year or two in college. That backed things up a little bit, reducing the number of players in a given year declaring for the draft, but I think that drop will be temporary.

The number of incoming student athletes will probably be about the same and the average amount of time they will remain in the system may increase by a year or two perhaps, but they will all be forced out eventually. If the number of pro athletes coming out of the college ranks remains consistent things will go back to normal within a few years or so.
