Sundays or any other day they wish I understand the position of NY.

Services inside of toll roads are much like concessions at a stadium. Arrowhead would not contract with a service provider who would not work on Sundays.

I see no problem with NY requiring a business to be available 24/7 to be awarded a contract to do business in those locations.
