A few thugs stand just outside the store.

At the opportune moment they rush in and grab arms full of merchandise, slug the employee a few times, and then make it outside the front door and stand there. Peacefully and nonthreateningly.

Because you see, once they are outside the store they are safe. There is no threat of violence, and they are not capable of stealing anything if they are standing outside the store. No reason for any store employee to pursue them other than racism, of course.

So after a little while, after they have given the merchandise they stole to an accomplice, they wait for the next opportunity, rush into the store, grab arms full of merchandise and pummel the employees again.

They then run to the sanctuary of being just outside the front door. This can be repeated as often as possible since there is never any threat of additional thievery or bodily harm, and certainly no threat of lethal force as the thugs stand outside the front door, minding their own business.

No need to call the police, it's just petty shoplifting not a big deal. Maybe they were only stealing wiper blades which, as we know from earlier this morning, are free.
