that the US has a nuclear first strike nuclear doctrine, which no other nation has, including Russia. Russia's doctrine, repeated by Putin, is that they have no intention of using nuclear weapons, tactical or otherwise unless nukes are used on them, or unless the survival of their nation hangs in the balance.

The US has been throwing around hints of nuclear threats and Biden is been rather fast and loose with his tongue on the subject.
