A school should be at a level where they are able and willing to fund competitive sports teams. Doesn't mean you'll win big every year in every sport, simply means you'll have a somewhat equal opportunity for success and not perpetually be facing almost insurmountable odds to have a special year and accomplish something meaningful.

Also, even in a down year playing the conference bb tourney in your homestate is very meaningful.
