It's common and simple but I think a lot of people are extremely suspicious about the government having access to that information. I had to be fingerprinted to receive an alcohol serving permit and to get TSA pre-check and have no problem with it personally but the requirement would most likely result in some of the population passing on voting. And it would most likely be people on the extreme right or libertarians rather than democrats. I knew a guy who would not get TSA precheck for that very reason.
