The officers had talked to this dude in the parking lot and had finished with him. No incident, no harm, no foul. As the officers were LEAVING, the dude pulled out a gun and fired two shots at the officers, trying to kill them I would presume but I guess he will claim he was only trying to scare them.
The cops then respond to being shot at by returning. The dude runs into the store at which point we see the video.
Not saying anything pro or con about what the cops did at that point. Just saying we can assume none of this happens if not for the dude trying to kill the officers. There is your context.
