Honest question...does it matter?

At the point the video started rolling his was on his knees with his hands in the air, clearly surrendering. Then he got his head stomped into the ground by both cops.

I'm not sure what would actually call for that level of aggression after he surrenders. And cops treating people like that after surrendering are going to force more people to resist arrest.
