Fake field goals

Just watched the Georgia fake field goal and have a question. The play essentially begins with the Georgia holder's (in this case the QB) knee on the ground. Seems like you can make a case for those plays being blown dead immediately because the ball carrier is essentially down by virtue of his knee touching the ground. Obviously in kicking situation, the holder is never "down" but the fake is the only play in college football where the ball carrier can have his knee on the ground and not be down. If a QB fumbled a snap and his knee touched the ground in the recovery of the ball, he'd be down.
