sent records to another person with a security clearance over an unsecured medium. She did not keep records that she was not entitled to have. Of all the transmissions only 3 - 3! we’re in the classified category. There were not marked “classified” but rather had an ambiguous “C” in the body of the documents - improperly - putting no one on notice of their nature.

Compare and contrast with illegal possession thousands of government records many of which were the very highest classification within the Top Secret category.

And oh yeah, there are 43 EMPTY Top Secret folders. Be afraid.
