Much of their leadersip decisions is even more hinged on the possibility of unrest spreading like wildfire because with that many peopple, you can get overthrown quickly. Conversely, the fear is always the need to stay in power with heavy unrest, requiring widespread atrocity of the population which could not be censored and therefore cost the country mightily in a number of ways.
