Recruiting is the ability to win *recruiting battles* and land top targets.
There are coaches who can find diamonds in the rough and develop them, but that doesn't require recruiting skills, and it normally precludes a coach from competing at a high level. Pinkel's ceiling was division titles. He wasn't a strong enough recruiter to break through that barrier.
Drink, in my opinion, has elite recruiting skills and extremely high potential as a young'ish HC. He's smart, driven, relentless and has an "it factor" that reminds me Steve Spurrier in many ways. Intangibles galore.
Whether or not he's good at other aspects of coaching (like the ones you mentioned) is still TBD. NIL will be a challenge/uphill battle regardless of what you seem to think.
