Couldn't congress just pass a law specifically allowing abortions (under whatever circumstances)?

Congress passed the controlled substances act in the early 70's, which made many drugs federally *illegal*, despite what individual states said.

If Congress can pass a law essentially limiting residents' freedoms independent of the states (i.e., making drugs illegal), then surely it could pass a law that essentially *enables more freedom* independent of states.
