anyone, it doesn't work. But your premise suggests that if the couple is young and really isn't ready to have a child then, and in any case neither are working then and have little money to care for it properly...they should be forced to have a child they don't want and can't afford yet. So a couple that has tried to be responsible in raising a family is to punished anyway.
Yeah...that oughta work. Of course there's always foster care down the road, which has never had any problems, right?
