revenue comes from government sources (mostly Medicaid), while the rest of it comes from private funding or payment for services rendered. That's 60% of their revenue to cover 3% of their expenses. Fungible or not, they don't need government funding to provide abortion s, and they don't use it for that purpose (except in limited circumstances from state funds in Medicaid reimbursement, never from federal)
