It comes down to a few things

How things go from the law and how it is regulated by the Dept of Ed. Many laws are simple, but also very open ended which require regulations to be put in.
Some of the confusion is not all around curriculum per se, but what if students ask certain questions...how are teachers to respond. k-3rd graders will be exposed to issues around sexuality and gender identity. The law is unclear if teachers can or will say something if asked, of it they must "not say anything".
The other part is around should teachers report these various questions to their parents or not...i.e. if a kid expresses they believe they are gay or unsure of identity, but don't want to talk to their parents, must a teacher or guidance counselor report that back to parents.
If anything, this further show (as ummm talks about below) the big problem in that schools are run by governments.
