I think Biden should propose building some water pipelines, to take water from flooded areas hit hard by severe hurricanes and extreme rainfall events (such as KY and Tenn, and of course the east and southeast for the hurricanes), and fill up the reservoirs in drought stricken areas that produce so much of US ag goods.

Would benefit both areas.
