I remember hearing of a case that was about that outrageous.

Supposedly a guy couldn't get his car to pass inspection because of some brake issue & he didn't have enough money to get it fixed.
He went to a car shop and asked them to rig it enough so that it would pass the test. The guy refused saying that it was too dangerous and he wouldn't do that.
So he took it to another shop. That guy also refused... so he took it to another, then another and eventually he found someone that would do it.
I guess it passed inspection, but in any event the guy was going down a road and the brakes failed. We went off the end of the road and landed on top of a telephone booth (remember those?) and severely injured a person that was in it.
The lawyers ended up suing everyone involved, of course, but they went especially for the deep pockets. AT&T was held responsible for big bucks for not making their booth strong enough to withstand a car landing on it.
