But no one can require anyone to sign a contract with that kind of requirement.

Schools could offer playing in bowls as a requirement for scholarship and yank it and require payback for opting out. Good luck recruiting with that in place!

Players/teams would find a way around any kind of rules forcing guys to play in bowls. It would be as simple as "he got hurt in practice".

Basically that's just the way it is now and I don't see a real solution. Bowl season is now an exhibition to see what you have next year and fans to get to see/travel to some more games anymore.
