have shorthand substitutes that people use, know and recognize.
How much longer would our sentences be if people had to type out "people who have crossed the border illegally, or overstayed their visas or violated their terms {or whatever other things might make them be deported}".
In discourse, people would say that so & so made an illegal u-turn, but if millions of people were doing it and it was a hot topic in the news and discussions for years on end perhaps when talking about everyone who is making illegal u-turns might be shortened to something like "illegals", especially when the context is clear about what they are talking about.
Though that term has already been coopted in the discussions on people who are here in contravention of our laws so probably some other convention would be used.
