Inner city schools often underperform because:

1. Kids and teachers don't feel safe being there.

2. Schools are often judged on how.thwir teachers do, and they are judged on average test scores, not on improvement metrics. Teachers for the most part will not go their efforts are underappreciated, or where they feel unsafe.

3. Kids who are hungry do not perform as well in school or on tests.

4. School do as well as their teachers do. See #2.


You emotional appeal to having parents being married is irrelevant.
