The NCAA owns 100% of the NCAA Basketball Tournament. It has no interest in the College Football Playoff and Bowls. The NCAA Basketball Tournament is the biggest revenue generator for the NCAA. It pays the bills.

It has been suggested in some circles that the NCAA is reluctant/slow (whatever adjuective you care to use) to move against some college basketball powers because it they were put on probation and prohibited from playing in the NCAA Basketball Tournament it would make the Tournament less attractive to the TV networks and sponsors and that would negatively impact the amount of revenue the Tournament generates.
