Subsidies are irrelevant. Not sure what you are getting at. Subsidies to the oil industry mostly come in the form of drilling tax credits, amortization and depletion allowances. All of these occur in the E&P sector of the industry and have very little to do with gasoline refining and transportation. Plus, these are indirect subsidies in the form of tax relief. It's not like Congress has a budget that makes direct payments to the industry.
