It has nothing to do with Biden or his admin at all. It's a gasoline shortage caused by a temporary interruption in supply greatly exacerbated by panic buying and media hype.

In terms of reality, there is still an oil glut in the world. Expect both gasoline and oil prices to go down in the Fall of 2021 after the industry which curtailed drilling due to low demand during CV19 gets back to drilling again. Keep your oil stocks until summer - then sell.
