to determine how many of them having an ID would have prevented the fraud, and how many of them even were in locations that had voter ID requirements. 1300 cases out of several hundred million votes is a very very low fraud rate, something that would not for sure require legislative changes to "prevent"
so you are suggesting that there should have been double the rejected ballots (by using stats) but have no evidence that there were several hundred thousand improperly rejected ballots, but we need more laws...correct?
