The truth is that Congressperson was never intended by the Founding Fathers as a profession, which is why they never considered imbedding term limits in the Constitution. It just was not something they understood in their time. Hell, we didn't have term limits for President until 1951, when the 22nd Amendment was ratified.

It's a position that attracts mainly well to do and/or well connected people who get elected by paying back favors for being elected. Over time, re-election imparts more power which imparts more need to pay favors and ignore their duties.

Now we have an entire lobbying and election system designed around this power grabbing.
