cams themselves aren't prohibitively expensive. storing the data, perpetually in many cases, gets VERY expensive. Now, maybe this cost will come down but right now a lot of PD's don't have the money to pay for them. what you will see happen a lot of times is that the cams/equipment gets funded but there is no mechanism to pay for archiving all of it.

the cams invariably help officers more than hurt them.
