Otherwise I agree it was a downward trajectory from that point and he simply didn't have the kind of rosters needed to compete at a high level anymore.
But then in his final class he signed Keyon/Clarence from Florida and Travis Robinson from Mt Zion. And we probably wouldn't have gotten Kareem Rush the next season if Quin didn't hire Daly as a a consultant to finish out his recruiting. For whatever reason Norm was back in on national recruiting and succeeding at the very end, then stepped down.
