disqualify voters in certain blocs by revoking their voting privileges. Otherwise, states would just replace their non-photo voter IDs with photo IDs when they came in to vote. But that's not how it works. Usually, they pick out voters in a certain area, arbitrarily remove them from the rolls, then make them jump through hoops to get their IDs.
