the photo on them was the problem; more properly, requiring the photo and making it hard for certain non-Republican blocs of voters to get the IDs was the problem.

The Arizona voter law SCOTUS case arguments were quite illuminating. The GOP lawyer basically argued that the law was necessary because the GOP would lose if they couldn't throw out Dem votes.
