They downright kept people from buying the stock period. You could only sell stock for a period of time. They blamed it on Capital requirements by the actual group that bought the stocks. It would appear that if you have "cash" that is kept in a Robinhood account and not in the account needed by the buyer of the securities to satisfy their capital requirements. I don't know the particulars, but that seemed to be the problem. It was not about their customers wanting to short the stock, but just wanting to buy it.
