the definition of a crime is what is being contorted...because we have so many laws that have no victims that are called crimes.

For minor traffic violations....broken tail light, speeding 5-10 mph, rolling through a stop sign with no other traffic in sight, etc....do you think blacks are pulled over at a different rate than whites? Especially a black in a "white" neighborhood?
