intelligent enough to believe that a byproduct of steps taken to reduce the spread of a pandemic, could be the reduction in the spread of the flu - even if only 50% of the people comply.

I mean, my god, how could someone be this dumb?

Kids are the biggest germ spreaders - and most schools have some level of covid protocols. How would that, by itself, not reduce the spread of the flu?
