problem. The programs will get their punishments. But it will come at a point so far removed from the infractions occurring the people involved in the infractions are not the ones getting punished. Most of the time they move on, then the new coaches and new players suffer the infractions they had nothing to do with.
The new problem that has emerged is that they aren't even moving on and the institutions of higher learning aren't holding them accountable, so in the prolonged period of time until they get their punishments they actually reap the rewards of not playing by the rules. 7 signing periods at a minimum will have occurred between when the FBI went public with their findings and the NCAA doing anything about it (Oklahoma State being the exception).
