does not actually cost the University any more money.
The professor gets paid the same if there are 20 or 21 or 51 kids in the class. If dorm rooms are sitting empty, putting a kid in there does not really cost the University any more money, except for a little utilities. They don't hire another RA or another janitor, etc...
The only things that actually cost money are the food the kid eats and the uniforms they give them, and possible medical care.
So, no the AD is not going to get off without paying the University for that tuition and stuff, but his point is that in theory, they could get by with only paying for the consumables the kid uses. It's a correct hypothetical option that would never actually happen.
