They gave guidance both on the shut down (March or so) and the reopening (June or July or whenever.

Trump admitted to wanting the shutdown in the last debate, one of the reasons he signed the multi trillions in government spending.

Trump and the CDC clearly want things opening up now, as evidenced by the current guidance and Trumps actions recently
